As the words of Aisha say,

May Allah be
pleased with her, the verse has been revealed to remove all false ideas on this
subject and to eliminate any embarrassment experienced by the Muslims vis-à-vis
the Sa'y between As -Safa and Al-Marwah, at a place where idols were worshiped
during the Djaahiliyyah. Thus, Allah, Exalted be He, did not reveal this
verse to show that this rite was not obligatory, contrary to what might suggest
the style of the verse.
In another narrative, 'Aisha, May
Allah be pleased with her, said:' The Prophet (peace and blessings of Allaah be
upon him) has instituted the Sa'y between As-Safa and Al-Marwah. So no one
is allowed to neglect it. "(Bukhari and Muslim)
In addition, the negative form of the
phrase “do not commit sin ", linked to the Sa'y between As-Safa and
Al-Marwah during Hajj or Umrah, means that this ritual can not be accomplished
separately from these Two acts of worship, unlike the Tawaaf, circumambulation,
which can be accomplished without being bound to the accomplishment of a Hajj
or an 'Umrah.
“And
whosoever willingly doeth a good work, " that is, obedience, " then
Allah is Grateful, Omniscient, " that is to say, will give him the
reward of that obedience which does not escape Him Never, Exalted be He.
Thus, Allah, Exalted be He, emphasized
that the greatest benefits result from the obedience and good works that bring
the servant of Allah closer to his Lord, Exalted be He, for the more the
servant obeys his Creator, the more the good and the perfection that are in him
increase, and the higher his rank rises in the eyes of Allah, Exalted be He.
