There is another meaning in this verse,

Which is manifested in the restriction of voluntary action to that which belongs to the good? For best umrah and hajj packages Umrah Tour packages“Say: 'Do you want us to tell you who are the greatest losers, in works? Those whose effort in the present life has gone astray, while they imagine they are doing well "(Quran 18 / 103-104).
" Then Allah is Giverious, Omniscient, " that is to say that Allah, Exalted be He, accepts His modest works from His servants, while at the same time bestowing upon them the most eminent reward. The verse indicates that the one who abandons a thing for Allah, Exalted be He, Allah, Exalted be He, will give him in exchange a better thing and that one who approaches Allah, Exalted be He, Allah, Exalted be He, and shall draw near to Him a cubit. He also indicates that Allah, Exalted be He, is All-Knowing concerning the conditions of His servants, and knows how to distinguish among them who deserves the reward of Him who deserves punishment.
As a whole, the verse shows that the one who accomplishes the Sa'y between As-Safa and Al-Marwa must absolutely be aware of the feeling of his poverty with respect to his Creator, his humility before his Lord, He needs that Allah, Exalted be He, guide his heart, reform his situation and forgive his sins, and be certain that there is no refuge from Him except from Him, Exalted be He, He. Allah, Exalted be He, says (meaning of the verse):
”O men, you are the needy in need of Allah, and Allah is He who dispenses with everything and is worthy of praise" (Quran 35/15).
